金曜日の読書 Why Nations Fail は、まさに天下国家を語る本です。年代も場所もバラバラに出てきますが、歴史書としても面白く読めます。中央集権が確立した国の政治・経済の制度には「包括的」と「収奪的」の両極があって、これまでのいろいろな国や地域社会はその間のどこかに位置づけられます。この本では、inclusive （訳本では「包括的」）な社会はイノベーションが頻繁に起こり構成員が豊かになりますが、extractive (同「収奪的」)社会は貧しいままである、という主張を論証し、ではどうすればいいのかを提言しています。
第1章は、現在の米国とメキシコの国境にある米国アリゾナ州ノガレス(Nogales, AZ)とメキシコ・ソノラ州ノガレス(Nogales, Sonora)の貧富の差を議論しています。先日のアメリカ大統領選挙で争点の一つになった「国境の壁」がある場所です。隣接した町で、同じ盆地にありますが、平均年収は3:1で、生活水準は全く違います。

この理由は従来の説（地理、民族、その他に原因を求める）では説明がつかず、政治・経済の制度の差である、と結論しています。その差がどこから生じたか、について、スペインが植民した南米の一部であるメキシコと、英国が植民した米国の歴史を振り返り、南米はブエノスアイレスから広がってインカ帝国の征服に味を占めたスペイン人により収奪的制度が固定化し、メキシコ独立後も支配層（クーデター等により交代しても）が収奪的にふるまったのに対し、米国はジョージタウンの入植に始まり独立戦争を通じて包括的社会が確立され現在まで維持されていることを読者に理解させます。「包括的」というのはわかりにくい訳語ですが、職業や身分が固定されておらず、だれでも経済活動に自由に参加できる、ということのようです。収奪的制度では支配層に莫大な権力が集中し、支配層の個人的利益は包括的制度よりも大きくなるため制度変更は容易ではない、と人名を出しながら章を結んでいます。
